In the early 1990's, shortly after Senator Saland took office in the State Senate, Dutchess County's major employer, IBM, began to dramatically downsize its workforce. Rightfully so, people were anxious - worried that the region would not recover. Senator Saland saw that the talented workforce seeking new careers would be an attractive asset for companies looking to locate in New York State. Senator Saland worked to pass a law which expanded the criteria for Empire Zone designation to include regions like Southern Dutchess which suffered dramatic job loss. As a result, numerous companies were attracted to the area to take advantage of the economic incentives he helped provide.

Today, the Hudson Valley remains one of the fastest growing regions in the state with consistently low unemployment rates. Senator Saland knows the importance of maintaining and attracting businesses to the region and has worked to provide the incentives necessary to attract companies offering good paying jobs. He knows that job training remains key to bringing employers to the area which is why he worked to secure $21,512,713 for local economic development and job training. Through the grants secured for Columbia-Greene Community College's job training program (SEED), over 3100 employees in the region have been trained, assisting 21 companies and 72 projects. At Dutchess Community College, more than 3350 employees have been trained and retrained, helping more than 120 area companies.
